Penal proceedings may be instituted by the municipal corporation of the locality in which the offence has been committed.

The suit may be brought:

By the Attorney General;
(

By the municipal council of the locality; or
(
3
)
By the
fabrique
of the parish or mission.
The fine shall, in all cases, belong to the Crown.
