21. (1)  Every person who contravenes, or aids in the commission of an offence under any of sections 3 to 14 and 16 to 20 is liable to a fine of not more than $300.
(2)  Every offence under any of sections 6, 10, 11, 12 and 14 shall further entail an additional fine of not more than $25 for every day that such infringement shall last.

21. (1)  Any person committing any infringement or contributing to the commission of any infringement of the provisions of sections 3 to 14, or 16 to 20, shall be liable to a fine of not more than $300, which may be recovered with costs, by action before the Superior Court of the district, from the judgment of which court there shall be an appeal to the Court of Appeal, the judgment whereof shall be final.
(2)  Every infringement of section 6, 10, 11, 12 or 14 shall further entail an additional fine, which may be recovered in the same manner, of not more than $25 for every day that such infringement shall last.
