680. After examining a complaint, the commissioner must send the following information to the complainant:(1) the conclusions the commissioner draws from the complaint and the reasons justifying them;
(2) if applicable, the recommendations the commissioner considers appropriate to prevent a reoccurrence of the facts that gave rise to the complaint; and
(3) the procedure whereby the complainant may, in accordance with the Act respecting the Health and Social Services Ombudsman (chapter P-31.1), file a complaint if in disagreement with the conclusions or dissatisfied with the follow-up on the recommendations. The commissioner is not required to send the notice mentioned in the second paragraph of section 672 if the commissioner communicates the information to the complainant within 72 hours of receiving the complaint.
