43. The Fonds may, with respect to the assistance it grants or in order to carry on its operations,

(a)  spend the sums placed at its disposal for that purpose by the Minister of Justice and any sum it receives under this Act, with interest;

(b)  also make, annually, financial commitments other than a loan for an amount up to the amount determined by the Minister of Justice at the time of approval of the budget of the Fonds.

(b)  also make, annually, financial commitments other than a loan for an amount up to the amount determined by the Minister of Justice at the time of approval of the budget of the Fonds.

43. The Fonds shall not contract a loan or make financial commitments amounting in one fiscal year to a sum of greater value than that of the sums placed at its disposal for the same fiscal year by the Legislature.
