111. For the purposes of sections 109 and 110, the number of electors shall be the total entered on the lists prepared by the enumerators before any revision. However, at an election where a second revision must be made, the number of electors shall be the total entered on the lists after the annual revision.
Each returning officer must determine, first, such total number by adding the figures entered by the enumerators, and second, the same total number after including therein the changes made at the revision of each list; as soon as possible after the enumeration and after the revision, he must send, in each case, a certificate to the director general.
Each returning officer shall also, during an election, send each candidate, either the number of electors entered at the annual enumeration if a second revision is not made during the election period, or the number of electors entered at the annual enumeration and revision when a second revision must be made during the election period.
At general elections during which a second revision is not required, the director general must determine the number of electors entered in Québec, at the time of the enumeration, by adding up the figures furnished by the returning officer, draw up a certificate of such number, transmit a copy of it to each leader of a recognized party and have it published the Gazette officielle du Québec. However, if a second revision is made, such figures must also include the total number of electors entered after annual revision.
