24. (Repealed).

24. The Commission, after consulting the order, shall establish the criteria by which it will issue the permit contemplated in section 22.
The criteria require Government approval.
If the criteria are approved, the Minister shall publish them in the Gazette officielle du Québec , and they come into force ten days after this publication.
