11. The fire investigation commissioner must investigate the circumstances of any fire or explosion which has destroyed or damaged a building whenever the fire or explosion does not appear to him to have resulted from mere negligence or to have been purely accidental, but may have occurred in consequence of the culpable conduct or design of a third person.
He shall also make such an investigation whenever the Minister of Public Security requires him to do so.
