24.1. The central municipality is the owner of the thoroughfares forming the arterial road system of the urban agglomeration including those located in the territory of a reconstituted municipality, despite section 6 of the Act respecting roads (chapter V-9). A thoroughfare located in the territory of a reconstituted municipality that is no longer part of the arterial road system following a decision to that effect by the urban agglomeration council becomes the property of that municipality.
For the purposes of this Act, a thoroughfare is a public road within the meaning of section 66 of the Municipal Powers Act (chapter C-47.1).
