43. If on the 28th day before polling day, the list of electors has not been deposited, the Minister may appoint a person to carry out, at the expense of the English-language school service centre, the formalities that have not been observed.
The Government may in such a case fix the dates for the various stages required for the holding of the elections, including polling day.
