(1) “date of reference” means(a) the date of passage of the by-law, resolution or ordinance which is the subject of a referendum;
(b) in the case of an annexation, the date on which the municipality whose territory is affected approves the by-law of the annexing municipality or, if the former municipality disapproves the by-law or does not vote on it within the time prescribed, the date of the appointment by the Minister of Municipal Affairs, in accordance with section 134 of the Act respecting municipal territorial organization (chapter O-9), of the person who shall carry out the duties of the clerk or secretary-treasurer provided for by this Title;
(c) in the case of a constitution or amalgamation, the date of the order of the Minister of Municipal Affairs requiring consultation of the qualified voters;
(d) where a referendum is held as a result of a decision of the Government or of one of its ministers or bodies, the date of the decision;
