345. The clerk or the clerk-treasurer shall notify the Minister of Municipal Affairs, Regions and Land Occupancy in writing if any of the following events occurs and subdivision 2 of Division VII of Chapter VI is not applicable:
(1)  an election, including an election under section 336, required to be held has not been held;
(2)  an election has not been completed;
(3)  an election has not resulted in the election of candidates to all the offices open for nominations;
(4)  the council lacks a quorum by reason of vacancies.
