2. The Minister of Agriculture, Fisheries and Food may make, amend or repeal regulations:(a) for appointing the teaching staff, among whom he shall choose a director, and for establishing the qualifications required for professors;
(b) for determining the conditions of admission to such schools;
(c) for establishing the course of study;
(d) for establishing an examination system and appointing one or more examiners;
(e) for authorizing the director to issue, upon the recommendation of the board of examiners, to any candidate who has succeeded in his examinations, a certificate of competency or diploma allowing the holder to be employed in any factory or industry in which such certificate of competency or diploma may be required.
