51. (Repealed).

51. Any municipal corporation governed by a special act may, by resolution of its council requiring no other approval than that of the Minister of Municipal Affairs, impose a rate of interest higher than that provided for by a borrowing by-law legally made, provided the rate of interest so changed does not exceed the rate fixed under section 50.
