33. Every holder of a permit is entitled to a specialist’s certificate who applies therefor and who:

(a)  is the holder of a registration certificate;

(b)  is the holder of a diploma recognized as valid for such purpose by the Government or considered equivalent by the Bureau; and

(c)  has complied with the conditions and formalities imposed in accordance with this act and the regulations of the Bureau.

Subparagraph a of the first paragraph does not apply to an applicant whose diploma was issued by an educational establishment situated outside Québec.
