30. Every club shall, under pain of the suspension and even of the withdrawal of the provincial grant established in favor thereof, act in conformity with all rules which the Minister of Agriculture, Fisheries and Food shall lay down respecting the report, statement of accounts and plan of operations, so far as they are not incompatible with the by-laws adopted by the Council of Agriculture.
The plan of operations of each club, when once adopted with or without alteration by the Minister, shall not be changed without his authorization.
