24. The officers and directors may at any meeting make regulations and by-laws for the government of the club, and may amend and repeal the same; provided, always, that such regulations and by-laws be consistent with those published by the Council of Agriculture and be submitted in every case for the approval of the Minister of Agriculture, Fisheries and Food.
