27. Before the administrator submits his provisional report, the Minister must give the permit holder at least 10 days to present observations.

27. Before submitting a provisional report to the Minister, the bureau shall give the permit holder the opportunity to be heard.
The bureau must attach to the report referred to in the first paragraph a summary of the representations the permit holder has made before it.
