80. In any prosecution instituted under this act or the regulations, when the offence is committed in a building or a motor vehicle, the owner or lessee of such building or motor vehicle shall be personally responsible for the penalties imposed for infringements of this act or of the regulations unless he proves that the infringement was committed without his knowledge.
