128.14. Before denying, suspending or revoking an authorization or confiscating security, the Minister shall notify the applicant or holder in writing as prescribed by section 5 of the Act respecting administrative justice (chapter J‐3) and allow the applicant or holder at least 10 days to present observations.

Before denying, suspending or revoking an authorization or confiscating security, the Société, or the Minister in the cases referred to in sections 128.8 and 128.9 shall notify the applicant or holder in writing as prescribed by section 5 of the Act respecting administrative justice (chapter J‐3) and allow the applicant or holder at least 10 days to present observations.
