23. Before making a decision under section 22.0.2 or 22.1, the Minister shall notify the interested person in writing as prescribed by section 5 of the Act respecting administrative justice (chapter J-3) and allow the person at least 15 days to present observations.

23. Before making a decision under the second paragraph of section 22 or section 22.1, the Minister shall notify the interested person in writing as prescribed by section 5 of the Act respecting administrative justice (chapter J-3) and allow the person at least 15 days to present observations.

23. The Minister’s decisions on applications for authorization must be communicated by registered mail to the persons concerned and inform them of the right to appeal.
