4. The Council is composed of the following members, appointed by the Government:

(1)  the president;

(2)  six persons chosen from among those who are recommended by the most representative associations of employees;

(3)  six persons chosen from among those who are recommended by the most representative employers’ associations.

The Deputy Minister of Labour, or his delegate, is also a member ex officio of the Council but is not entitled to vote.

(1)  the president;

(2)  five persons chosen from among those who are recommended by the most representative associations of employees;

(3)  five persons chosen from among those who are recommended by the most representative employers’ associations.

The Deputy Minister of Labour or his delegate and the Deputy Minister of Manpower, Income Security and Vocational Training or his delegate are also members ex officio of the Council, but are not entitled to vote.
