9. (Repealed).

9. The vice-chairman of the executive committee shall be appointed by resolution of the Council; he shall be chosen from among the members of the executive committee.
If the chairman of the executive committee is a representative of the City of Québec, the vice-chairman must be a representative of another municipality, and vice versa.
