Full text
73. The Council may engage any other officer or employee it considers useful for the purposes of the Community.

73. Where any officer appointed by the Council is unable to act or his position is vacant, the executive committee may appoint a person to replace him for a maximum period of ninety days which may be renewed for another period not exceeding ninety days.
