34. The special meetings of the Council shall be called by the secretary of the Community at the request of the chairman of the Council, the chairman of the executive committee or the executive committee itself or any committee or on the written application of not fewer than five members of the Council; the notice of convocation shall mention the subjects to be discussed, as may be requested, and be in lieu of the agenda paper.
At a special meeting of the Council, and at any adjournment of such a meeting, only the business specified in the notice of convocation shall be considered.
