207. During a fiscal year, the Transit Commission may, by way of exception, adopt any supplementary budget it deems necessary in exercising its power under section 190.
The secretary of the Transit Commission must file such supplementary budget with the secretary of the Community.
The secretary of the Community must forward it to the executive committee, to each municipality and to each member of the Council not more than five days after receiving it.
Such supplementary budget must be submitted to the Council for approval not more than fifteen days after receipt thereof at a special meeting called for that purpose.
That meeting shall not be terminated until such budget is adopted. The Council, on its own authority, may amend that budget.
If, after a lapse of twenty days from its filing with the secretary of the Community, it has not been adopted by the Council, it shall come into force automatically as of that date.
If it comes into force automatically pursuant to this section without formal approval by the Council, a petition to have it wholly or partly amended may be addressed to the Commission municipale du Québec in accordance with section 149. Such a petition for amendment must be presented within five days from the automatic adoption of such budget. The Commission municipale du Québec must render its decision within a period of fifteen days from the presentation of such a petition.
