19. The executive committee, if so authorized by by-law of the Council, may grant without a call for tenders contracts involving an expenditure not exceeding $25,000. However, in the case of a contract contemplated in the first paragraph of section 92, involving an expenditure exceeding $5,000 and less than $25,000 or, as the case may be, less than the amount fixed by the Council under this paragraph, its awarding must be preceded by a call for tenders made by inviting at least two contractors or, as the case may be, two suppliers to tender.
Nevertheless, in urgent cases, the executive committee shall, upon the written application of the director general, be entitled to incur any expenses which it deems necessary; the committee shall then submit to the Council, at its next meeting, a report stating the reasons on which it is based.
