118. The Community may, by a by-law approved by the Minister, reach an agreement with any person or body whereby it entrusts to or shares with such person or body the carrying out of industrial promotion or any aspect thereof.
It may, by by-law, establish an industrial promotion department and appoint, by resolution, the officers of that department. It must do so where it has not reached an agreement under the first paragraph.
