254. Subject to section 281, decisions of the board of directors are made by a majority of the votes cast.

254. A by-law of the Commission must be approved by the Council in order to come into force.

254. The Commission has, in respect of the by-laws it may adopt pursuant to paragraph d of section 253, the powers assigned to the Council under section 69 and the court has, in the same respect, the discretionary power provided for therein.
