23. The term of office of the vice-chairman of the executive committee shall expire at the same time as that of the chairman of such committee and in the same circumstances; it shall also expire, without entailing the expiry of his term as member of the executive committee, whenever the term of office of the chairman of such committee expires.
Though the mandate of the vice-chairman of the executive committee be expired, he shall remain in office until the appointment of his successor in all cases where the executive committee would otherwise be without a chairman.
