36.4. An amount fixed by by-law of the Community is deducted from the salary of any member of the Council for each day on which the Council sits, if the member does not attend the sitting or does not vote on a matter put to a vote on that day and on which he is required to vote, unless his absence is due to its being impossible in fact for such member to attend such sitting or if he has abstained from voting by reason of a pecuniary interest relating to the matter put to a vote and he has declared such interest at the sitting of the Council.
Any person appointed under section 8 to replace a member who is absent owing to its being impossible in fact for him to attend a sitting also receives the remuneration or indemnity fixed under section 36 for each day the Council sits unless he abstains from voting on a matter put to a vote on that day and on which he is required to vote.
