19. The chairman of the Council may be dismissed for cause by the Government.
The chairman must devote all his time to the service of the Community and shall not have any other remunerative employment or occupation or hold any other public office.
The chairman must be domiciled in the territory of the Community at the time of his appointment or become so domiciled during the year following his appointment.
