121. (Repealed).
121. The council of the Community shall initiate the process of preparing a metropolitan plan by passing, before 15 December 2002, a resolution to that effect.
As soon as practicable after the passing of the resolution, the secretary of the Community shall transmit a certified true copy of the resolution to every regional county municipality and local municipality whose territory is situated within the territory of the Community and to the Minister; the secretary shall also publish a notice of the passing of the resolution in a newspaper circulated in the territory of the Community.
