79. Any person may, without authorization and upon the same conditions, redeem the immoveable in the name of the person who was the owner thereof at the time of sale, and so acquire the right to be reimbursed, by the latter, the amount paid with interest at the rate of eight per cent per annum.
The certificate of redemption shall describe the person who effected it and, upon registration, shall give him a privilege for his claim ranking after municipal taxes, notwithstanding article 2009 of the Civil Code.
