6. The Commission may hold several sittings simultaneously.
The president shall designate each member for each sitting and may change such designation at any time.
If one or more members to whom a matter has been referred are unable to act, declare themselves recused or cease to be members of the Commission, the remaining members, if there are two or more, shall settle the matter by themselves; if only one member remains, he may pursue the matter with the authorization of the Commission and shall make a report to it; the Commission shall then settle the matter.
