23. Subject, if the case should arise, to section 45 of the Labour Code, a collective labour agreement governing members of the staff of a college shall not be valid unless negotiated and accepted on behalf of such staff by the association recognized or certified under the Labour Code and on behalf of the college by its authorized representatives and by the Government or its representatives.
In the absence of a collective agreement in force under the preceding paragraph, the conditions of employment of the teaching staff shall be fixed by the board and approved by the Minister, and the other members of the staff of a college shall be remunerated in accordance with the scale of salaries established by the board and approved by the Minister.
