20.4. Failure to comply with section 20.2 or 20.3 shall give rise to the application of Chapter IX only.

20.4. Failure to comply with section 20.2 or 20.3 shall give rise to the application of Chapter IX only. For the application of this division, only a member of the certified association comprised in the bargaining unit and the Attorney General are considered to be interested parties for the purposes of section 148.
