Any person who fails to comply with any obligation or prohibition imposed by this Code, by a regulation of the Government or by a regulation or decision of the Tribunal under this Code, is guilty of an offence and liable, unless another penalty is applicable, to a fine of $100 to $500 and of $1,000 to $5,000 for any subsequent conviction.
