469. Every elector, except in the case of article 1061, is qualified to vote for or against the by-law submitted. The electors give their votes “yes” or “no”; the word “yes” means that they approve of the by-law, and the word “no” that they disapprove of it.
The poll books are kept in the same manner as those used at an election of mayor and councillors by word of mouth, excepting insofar as the contrary is prescribed in this Section.
