456. Whenever a by-law must be approved by the electors before coming into force and effect, the council which has passed such by-law, must order, by resolution, that a public meeting of the electors of the municipality be held for the purpose of approving or disapproving of such by-law, and of voting thereon.
Nevertheless, the council may, by by-law, of which a certified copy must be sent to the Minister of Municipal Affairs as soon as approved, order that any by-law requiring the approval of the electors shall be submitted to them by secret ballot.
