Unless before that time he is summoned to attend before a judge for the purpose of a recount or re-addition of the votes, the presiding officer shall, immediately after the fourth day following that of the polling, declare elected the candidate or candidates who have obtained the greatest number of votes, having regard to the number of vacant seats.
In a municipality divided into electoral districts, the presiding officer declares elected the candidates obtaining the largest number of votes at the elections to the office of mayor and to the office of councillor for each district.
