The owner of any animal impounded may demand its delivery, between the hours of 7 o’clock in the morning and 7 o’clock in the evening of any day, upon payment or legal tender to the pound-keeper of the expenses, fines, fees, and costs incurred with regard to such animal, and such damages as may be agreed upon, or as are determined according to article 262.
If the pound-keeper refuses or neglects to deliver the animal kept in pound, after such payment or tender has been made, he incurs a fine of $2 for every day he thereafter detains such animal, in addition to the damages occasioned by such refusal.
