162. No member of the council may vote upon a question in which he has a personal interest distinct from the general interest of the other ratepayers. The council, in case of objection, decides, at the time of the vote, whether such member has or has not a personal interest, and such member is not entitled to vote upon the question as to whether he is interested.
Should an interested member of the council give his vote without objection, such vote does not nullify the proceedings of the council with respect to third parties in good faith, but such member who has thus voted knowingly, is liable to a fine of not more than $100.
This article does not apply to the appointment of the head of the council, nor to the appointment of committees.
