143. In all newly organized municipalities, a special sitting of the council must be held as soon as possible after the organization of the corporation thereof.
In the case of a county municipality, the first sitting is convened by the registrar of the county, who presides over the same until the appointment of the warden.
If within such county there is more than one registry office, or more than one officer performing the duties of registrar, the sitting is convened by the officer performing the duties of registrar who is appointed by the Minister of Municipal Affairs, on the application of any interested party.
In the case of a local municipality, the first sitting of the council is held at the time and place indicated by the Minister of Municipal Affairs in the notice of appointment, which he addresses to the person whom he appoints to preside at the first election in the municipality.
If the mayor or any councillor has been elected or appointed in accordance with Division VIII of Chapter VI of Part I of the Act respecting elections in certain municipalities (chapter E-2.1), such first sitting is held at the time and place fixed by the person to whom the letter was addressed announcing the appointment of such mayor or councillor.
