124. The council may, by by-law passed by the affirmative vote of two-thirds of its members, delegate to the executive committee any of the powers it may exercise by resolution.
However, the council cannot delegate to the executive committee the appointment and fixing of the salary of an employee assigned to a post the holder of which is not an employee within the meaning of the Labour Code (chapter C-27), nor the awarding of a contract the amount of which exceeds $10 000.
The resolutions made by the executive committee have the same force and effect as if they were made by the county council.
