1094.1. Any municipality may, by by-law, establish for the benefit of the entire territory of the municipality or of a specific sector a financial reserve for a specific purpose for the financing of expenditures other than capital expenditures. However, no regional county municipality may establish such a reserve for the benefit of a specific sector.
The duration of existence of a reserve must be determined, unless the fixing of such a limit would be incompatible with the purpose for which the reserve is established.
