1067. The rate of interest shall not exceed that fixed under section 50 of the Act respecting municipal and schools debts and loans (chapter D-7).
When the by-law authorizes a loan by an issue of bonds, the Minister of Municipal Affairs may allow the municipality to borrow at a lower rate of interest than that fixed in the by-law, if it be shown to him that the change is to the advantage of the municipality.
