16.11. The Commissioner may conduct an inquiry in the exercise of the functions of office. In such cases, the Commissioner is vested with the powers and immunity conferred on commissioners appointed under the Act respecting public inquiry commissions (chapter C-37), except the power to impose a term of imprisonment. The Commissioner may designate a person to conduct the inquiry on the Commissioner’s behalf. The person so designated is vested with the same powers and immunity as the Commissioner and, if the person does not work for the Office, is required to take the oath set out in Schedule II.
Section 14.3 applies, with the necessary modifications, to inquiries conducted by the Commissioner or on the Commissioner’s behalf.
