The provisions of this chapter do not apply when the parties do not have the power to transact or when some matter of public interest is involved; nor do they apply to applications relating to filiation or to parental authority, to applications for separation from bed and board, marriage annulment or divorce or for the dissolution or annulment of a civil union, for dissolution of legal persons or to annul letters patent.
