Where a peace officer has established that a road vehicle or combination of road vehicles is an outsized vehicle, he may require it to be driven to a suitable place and held at the expense of the owner, or of the operator in the case of a heavy vehicle, until it is made to conform to the norms of this Code, or until the driver in possession of a special permit.
Every driver must comply with the peace officer’s requirement.
