180. An appeal lies to the Provincial Court
(1)  from a decision of the Régie rendered under paragraph 4 of section 19, paragraph 3 of section 43, paragraph 1 or 2 of section 81, paragraph 5 of section 92, paragraph 1, 2 or 4 of section 98, of the first paragraph of section 109, or section 115, 120, 124 or 124.1;
(2)  from a decision of the Régie refusing to review a decision contemplated in paragraph 1, or upholding it.
